I would suspect it's some kind of special character that the coding can't deal with--in some languages, if you want to use a semi-colon (as an example) you have to put two of them in a row, since the language interprets the first as a commnand character.

In other words, I have no idea.

<!--foo--> is the way you designate a comment in html, though I think it's also used in some forms of scripting (the contents look like scripting terms of some kind to me). But whatever the case, anything within those brackets is not supposed to appear on the displayed page.

There's obviously some kind of error that's forcing your browser to display the normally invisible code. I couldn't tell you where the fault is though. It could be in the page coding, in the server dispensing it, or in the way your browser parses the page. Or a combination of the above. I don't see any errors like this myself.
