Damn, I thought it might be Santo Cilauro (An Australian comedian/actor) whilst watching the clip but I couldn't be sure under the wig and moustache. Thanks for the clarification.

Actually the best video for that is the Klaus Nomi one listed at the side, where there's no attempt to make the video and audio sync up. Guy must have spent all of twenty seconds making that, including pushing "Start."
