ZW, you're way out of the loop. There are several of these around. New Voyages I believe uses new "actors" playing the Kirk, McCoy, and Spock roles. There is one that has a completely different crew and ship set in the same universe. Then there is one that proudly announces that has a homosexual relationship in it. That one makes heavy use of blue screens. But the big cahuna right now is the Star Trek: Of Gods and Men 90 minute movie. It has actors from just about every TV Star Trek series. Only the first two of the three parts have been released. I'm waiting for the last one to be release so that I can write a Jabootu Minions review.
All this is happening because Paramount, in some actually smart thinking, allows anyone to do this as long as they charge no money.

How can one even start something like that and think that it can turn out good? Are they like zero-budget Battlefield Earths?

I'll admit I watched a couple of these and in general it breaks down to:
1. Sets actually tend to be pretty good. 2. Effects vary and go from serviceable to mid-90's PC type animations. 3. Acting is usually pretty poor. Think pudgy people in old ST uniforms. 4. The stories tend to be mediocre with maybe a couple of decent ideas.
Really, think community theater. The amazing think though is that these things have actual followings where people get upset when new episodes take too long to show up. In the end you have to view it as a hobby for these people. One of the series states when you go to their site to watch their later episodes since their first ones were pretty poor. They're something like a tribute band.

| I see that Of Gods and Men was directed by no less than Tim Russ (Tuvok). Which would probably explain how he was able to get so many Trek alumni to "come aboard". |

| I remember reading about one of these in James Lileks' column some years ago. He posted links to some excerpts, which looked pretty comparable with the 60's series (which was what it was trying for). |
